Guidance on Inventory Management System/PIH Information Center (IMS-PIC) Sub-Module Reporting and Validation - The purpose of the guidance in this notice is to ensure that Public Housing Agencies (PHAs) maintain and submit accurate, timely, and reliable unit designations in the IMS-PIC Development Sub-Module. The IMS-PIC collects information about PHA developments, buildings, and units; therefore, information entered by PHAs into the IMS-PIC Development Sub-Module must be accurate since such information impacts their performance scores and funding levels. |

Expedited Regulatory Waivers for the Public Housing and Housing Choice Voucher (including Mainstream and Mod Rehab) Programs - This Notice advises PHAs that they may apply for certain regulatory waivers that were originally offered as part of the CARES Act waivers in Notice PIH 2021-14 to provide continued flexibility during the pandemic and pandemic recovery. HUD will expeditiously respond to these waiver requests in accordance with Section 106 of the Department of Housing and Urban Development Reform Act of 1989. |

Submitting CARES Act Waiver Adoption Information to HUD by December 20, 2021 - This guidance provides directions to Public Housing Agencies (PHAs) on the required reporting in the CARES Act Waiver Reporting Tool (CAWRT), the U.S. Department of Housing and Urban Development’s (HUD) tool used to report COVID-19 waivers adopted as authorized by the Coronavirus Aid, Relief and Economic Security (CARES) Act. |

EXTENSION of American Rescue Plan Act – Adjustment Funding for Calendar Year 2021 Housing Choice Voucher Program and Mainstream Vouchers Renewal Funding Applications - This notice announces that HUD is extending the application deadline for CY 2021 renewal adjustment funding for PHAs that experienced a significant increase in voucher per-unit costs (PUC) due to extraordinary circumstances from the previous due date of August 10, 2021, to the new due date of 5 p.m., per the PHA’s time zone, Wednesday, December 21, 2021. |

Supplemental Guidance to the Interim Final Rule “Extension of Time and Required Disclosures for Notification of Nonpayment of Rent” - This Notice’s purpose is to provide supplemental guidance to implement the requirements included in the Interim Final Rule titled “Extension of Time and Required Disclosures for Notification of Nonpayment of Rent.” This notice also serves as the required determination by the Secretary of the Department of Housing and Urban Development that the existence of a national emergency necessitates the activation of the required minimum 30-day notification period and other required actions to support families at-risk of eviction for non-payment of rent. |

Providing Interim Funding to Recipients of Indian Housing Block Grants - This notice supersedes PIH Notice 2013-29. This notice provides updated information to Indian tribes and tribally designated housing entities (TDHEs) on the process for requesting an advance on Indian Housing Block Grant (IHBG) formula funds, or interim funding, while under a Continuing Resolution (CR). |

Updates to Flat Rent Submission Requirements - This Notice supersedes and replaces the guidance provided in Notice PIH 2017-23, clarifies HUD’s interpretation of the statutory amendment related to flat rents, and updates flat rent exception and extension request requirements, including review criteria for HUD Form 5880. This Notice also serves as supplemental guidance to the final rule on Streamlining Administrative Regulations for Public Housing, Housing Choice Voucher, Multifamily Housing, and Community Planning and Development Programs (81 FR 12354, published on March 8, 2016), whereby certain Public and Indian Housing regulations were amended, including 24 CFR 960. |

Emergency Housing Vouchers – Voucher Management System and Financial Data Schedule Reporting Requirements - This notice updates the reporting guidance found in Notice PIH 2021-20 “Emergency Housing Vouchers – Household Reporting Requirements” and in Section 15 of Notice PIH 2021-15 “Emergency Housing Vouchers – Operating Requirements,” and sets forth the reporting requirements for Public Housing Authorities (PHAs) to report Emergency Housing Voucher (EHV) data into the Voucher Management System (VMS) and the Financial Data Schedule (FDS). |

Registration of Interest for HUD-VASH Vouchers - This notice announces the availability of $49 million in HUD-Veterans Affairs Supportive Housing (HUD-VASH) funding that will support approximately 6,000 new HUD-VASH vouchers. These vouchers are administered in partnership with the U.S. Department of Veterans Affairs (VA), and enable homeless veterans and their families to access affordable housing with an array of supportive services. |

Emergency Housing Vouchers – Household Reporting Requirements - This notice revises the reporting guidance in Notice PIH 2021-15, the Emergency Housing Vouchers – Operating Requirements Notice, and sets forth new requirements for Public Housing Agencies (PHAs) to report Emergency Housing Voucher (EHV) household data into HUD’s existing Information Management System/Public Housing Information Center (IMS/PIC) system. This notice also updates the EHV administrative fee eligibility requirements with regard to reporting in IMS/PIC. |

Implementation of the Federal Fiscal Year (FFY) 2021 Funding Provisions for the Housing Choice Voucher Program, and Availability of FFY 2020 Housing Assistance Payments (HAP) Set-Aside Funds for Second Round Per Unit Cost (PUC) Increases due to Unforeseen Circumstances -This notice implements the Housing Choice Voucher (HCV) program funding provisions of the Consolidated Appropriations Act, 2021 (P.L. 116-260), referred to hereafter as “the 2021 Act,” enacted on December 27, 2020. The 2021 Act establishes the allocation methodology for calculating housing assistance payments (HAP) renewal funds, new incremental vouchers and administrative fees. This notice also sets forth the second-round application process for HAP set-aside funds remaining from the Further Consolidated Appropriations Act, 2020 (P.L. 116-94, hereafter referred to as “the 2020 Act,” enacted on December 20, 2019) for per unit cost (PUC) increases that occurred in calendar year (CY) 2020 as a result of unforeseen circumstances, including but not limited to the COVID-19 pandemic. |
