This notice reinstates Notice PIH 2005-4 (HA), which was previously extended by Notice PIH 2006-08, for a year from the date of issuance of this Notice. Notice PIH 2005-4 describes the electronic exigent health and safety (EHS) system for public housing agencies (PHAs) and field office staff. It explains how PHAs are to certify to the correction of EHS deficiencies observed during Uniform Physical Condition Standards inspections. It also outlines the procedures for field office staff to enter and record any follow-up activities that they have completed to ensure that EHS deficiencies have been corrected or abated.

This Notice reissues, with a few additions and updates, PIH Notice 2006-40 and provides specific guidance on the use of the Line of Credit Control System (LOCCS) and the Voice Response System (VRS) for the Indian Housing Block Grant (IHBG) program. This Notice includes guidance for both the grant recipient and the Office of Native American Programs (ONAP) staff. This Notice includes changes to the previous Notice to bring the information current.

This Notice revises the Disaster Housing Assistance Program (DHAP) Operating Requirements to reflect that rental subsidy payments under DHAP will not commence until December 1, 2007. Previously, DHAP rental subsidy payments for the initial group of families transitioning from Federal Emergency Management Agency (FEMA) rental assistance to DHAP were scheduled to commence on November 1, 2007. FEMA will continue to make rental assistance payments (either directly or through FEMA's contractor Corporate Lodging Consultants (CLC)) on behalf of these families for November.[...]

This notice provides guidance and instructions to public housing agencies (PHAs) related to: (1) changes in the project numbering system for public housing; and (2) requests from PHAs to make changes in project identifications.

This Notice replaces Notice PIH 2005-7 and highlights the importance of timely and accurate income and rent determinations by Public Housing Agencies (PHAs), and the consequences for failure to identify and correct income and rent determination deficiencies. Also, PHAs will now be required to reimburse HUD 100 percent of disallowed costs for PHA errors identified in the Housing Choice Voucher (HCV) program. [...]

These operating requirements set forth the policies and procedures for the Disaster Housing Assistance Program (DHAP). DHAP is a HUD-FEMA pilot grant program to provide rent subsidies for non-HUD assisted individuals and families displaced by Hurricane Katrina or Hurricane Rita.

Public Housing Agencies (PHAs) that agree to administer DHAP must do so in accordance with these requirements and any subsequent HUD directives and guidance for the program.

This Notice reinstates Notice PIH 2006-32 (HA), which reinstated Notice PIH 2005-9 and provided additional guidance on prudent financial management in the HCV program.

PIH 2007-24 (TDHEs) Issued: Aug. 10, 2007

This Notice reissues Notice 99-4, which establishes the basis upon which the Department will determine if a recipient of Indian Housing Block Grant (IHBG) funds, as authorized by the Native American Housing Assistance and Self-Determination Act (NAHASDA) of 1996 (Pub. L. 104-330, as amended), has the administrative capacity to draw down IHBG funds for investment purposes.

On June 18, 2007, the Department advised public housing agencies (PHAs), through the issuance of Notice PIH 2007-14, Implementation of the Federal Fiscal Year 2007 Funding Provisions for the Housing Choice Voucher Program, of the availability of funds from the $100 million set-aside provided under the Revised Continuing Appropriations Resolution, 2007 (Revised CR 2007). The purpose of this notice is to advise all PHAs of the Department's decision to re-open the application period for requests for funds from the $100 million set-aside provided under the Revised CR 2007 and to extend the period of eligibility for portability and unforeseen circumstances into CY 2007. This notice revises specifically Paragraph 9 "$100 million Set-Aside to Adjust PHA Baseline" of PIH Notice 2007-14.

This Notice informs public housing agencies (PHAs) in Louisiana and Mississippi who are eligible to combine Housing Choice Voucher and public housing operating and capital funds under section 901 of 2006 emergency supplemental appropriations that this flexibility has been extended to include both calendar years (CY) 2006 and 2007. The 2006 appropriations language only allowed fungibility for calendar year 2006.

This notice provides public housing agencies (PHAs) with instructions for the submission of Calendar Year (CY) 2008 operating subsidy calculations, funded from FFY 2008 appropriations.

PIH 2007-20 (HA) Issued: June 6, 2007

This Notice provides guidance pertaining to FSS families that receive Temporary Assistance for Needy Families (TANF) grants that are made to a dependent child or to a caretaker on the child's behalf solely on the basis of the child's need and not on the need of the child's current non-parental caretaker. These grants are commonly referred to as "TANF child-only grants" or "TANF non-needy grants."

Notice PIH-2006-26 extended PIH 2005-24, which revised the procedure for the calculation of voucher housing assistance payments under PIH Notices 97-29, 98-19, 99-16, and 00-09 for families that received enhanced vouchers [...]

This Notice informs DVP administering public housing agencies (PHAs) that the DVP has been extended beyond its previous sunset date of September 30, 2007. In addition, the time period for the waiver of the normally applicable voucher program tenant rent contribution requirements for DVP families has been changed. The waiver of the tenant?s rent contribution now applies to all DVP families until December 31, 2007.

This notice provides information for public housing agencies (PHAs) that wish to submit documentation of successful conversion to asset management in order to discontinue their reduction in operating subsidy under the Operating Fund Program regulations (24 CFR part 990), commonly referred to as the ?stop-loss? provision. This notice applies only to PHAs that: (1) lose funding under the new formula; and (2) wish to submit documentation in accordance with the requirements for Year 1 and Year 2. [...]

This Notice implements the Housing Choice Voucher (HCV) program funding provisions resulting from enactment of the Revised Continuing Appropriations Resolution, 2007 (Revised CR 2007) (Public Law 110-5), on February 15, 2007 and the U.S. Troop Readiness, Veterans? The purpose of this Notice is to advise executive directors of PHAs that the Department is requiring them (or an authorized subordinate staff person) to certify to the accuracy of the data PHAs have submitted to HUD in the Public Housing Information Center (PIC) system that the Department will use to calculate the formula for allocating Capital Fund grants in Federal Fiscal Year 2007. In addition this Notice advises executive directors of the opportunity to review and request adjustment of select 1999 data that the Department also uses to calculate the Capital Fund formula.

The purpose of this Notice is to inform public housing agencies (PHAs) and Tribally Designated Housing Entities (TDHEs) to reference materials on Integrated Pest Management (IPM) located in Maintenance Guidebook Seven: Termite, Insect and Rodent Control and reference material located at paragraph 7 of this notice. PHAs and TDHEs (HAs) may choose to share this information with families and property owners participating in their programs.

The purpose of this notice is to describe the funding process for providing housing choice vouchers ("vouchers") in connection with the demolition or disposition of occupied public housing units. This notice applies to PHAs seeking vouchers for relocation or replacement housing related to demolition or disposition (including HOPE VI), and plans for removal (required and voluntary conversion under section 33 of the U.S. Housing Act of 1937, as amended, and mandatory conversion under section 202 of the Omnibus Consolidated Rescissions and Appropriations Act of 1996) of public housing units.

PIH 2007-8 (HA) Issued: March 22, 2007

Extension - Notice PIH 2006-15 (HA), Single Audit Act (A-133) Independent Auditor Report Submission for Public Housing Agencies (PHAs). This notice extends Notice PIH 2006-15, same subject, which will expire on March 31, 2007, for another year until March 31, 2008. Notice PIH 2005-11 extends the requirement that a PHA shall provide one copy of the completed audit report package and the Management Letter, performed under the Single Audit Act Amendment of 1996 (P.L. 104-156) and issued by the independent auditor, to the local HUD office having jurisdiction over the PHA.

PIH 2007-6 (HA) Issued: March 7, 2007

The purpose of this Notice is to clarify the circumstances under which HUD will consider a voluntary transfer of budget authority and corresponding baseline units for the HCV program (including PBVs and PBCs) from the divesting PHA's Consolidated Annual Contributions Contract (CACC) to the receiving PHA/s' CACC. It also explains the process and procedures associated with such a transfer. Sections 3 through 12 address the HCV program. Special provisions for transfers of PBVs and PBCs are addressed in separate sections of this notice.

The Department is concerned that the delay in FY 2007 IHBG funding may have an adverse effect on some tribes. This Notice provides instructions to tribes and tribally designated housing entities (TDHE) on the process for requesting an advance of IHBG funds for FY 2007. It also provides instructions to Area Offices of Native American Programs (AONAP) on how to review and process a request.
