Verification of Social Security Numbers (SSNs), Social Security (SS) and Supplemental Security Income (SSI) Benefits; and Effective Use of the Enterprise Income Verification (EIV) System’s Identity Verification Report - This notice is the administrative guidance that explains the procedures public housing agencies (PHAs) are required to use for verifying social security numbers, social security benefits of applicants, and participants and household members at the time of application for rental housing assistance programs and during mandatory reexamination of household income, and also includes the procedures for effective use of the EIV system to reduce subsidy payment and administrative errors.

Public Housing Operating Subsidy Eligibility Calculations for Calendar Year (CY) 2019 - This notice provides public housing agencies (PHAs) with instructions for calculating Operating Fund (OpFund) subsidy for CY 2019 and establishes submission deadlines.

Rental Assistance Demonstration (RAD) – Supplemental Guidance 3.B - This Notice amends Notice PIH 2012-32 (HA), H-2017-03, REV-3, Rental Assistance Demonstration – Final Implementation, Revision 3, (RAD Notice) published on January 12, 2017 in order to maximize the resources available to make property improvements for low income households living in properties converting under the Second Component of RAD and to align RAD requirements more closely with the underlying statutory and regulatory PBRA requirements related to Davis Bacon.

Housing Opportunity Through Modernization Act of 2016 (HOTMA) Implementation of Minimum Heating Standards in Public Housing Properties - This purpose of this notice is to provide implementation guidance related to the minimum heating requirements within public housing dwelling units as required by Section 111 of the Housing Opportunity Through Modernization Act of 2016 (HOTMA).

Administrative Guidance for Effective and Mandated Use of the Enterprise Income Verification (EIV) System - This notice adds a new section incorporating the Income Validation Tool (IVT) Report. This report will facilitate and enhance public housing agencies (PHAs) identification of tenant unreported or underreported income information during interim and regular reexaminations.

Required Use of the Energy and Performance Information Center for Submission of the Indian Housing Plan/Annual Performance Report - The purpose of this notice is to: (1) inform Indian Housing Block Grant (IHBG) recipients of the requirement to use HUD’s online Energy and Performance Information Center (EPIC) for submitting the Indian Housing Plan (IHP)/Annual Performance Report (APR) (form HUD-52737); and (2) explain the alternative IHP/APR submission process for recipients with inadequate internet service.

Process for Public Housing Agency Voluntary Transfers and Consolidations of Housing Choice Vouchers and Project-Based Vouchers - The purpose of this notice is to clarify the circumstances and describe the process under which HUD may approve a voluntary transfer or consolidation of budget authority (including restricted net position (RNP), unrestricted net position (UNP) and other capital assets) and corresponding baseline units for the Housing Choice Voucher (HCV) program from the divesting public housing agency’s (PHA) Consolidated Annual Contributions Contract (CACC) to the receiving or consolidating PHA’s CACC.

Implementation of the Federal Fiscal Year (FFY) 2018 Funding Provisions for the Housing Choice Voucher Program - This Notice implements the Housing Choice Voucher (HCV) program funding provisions of the Consolidated Appropriations Act, 2018 (P.L. 115-141), referred to hereafter as “the 2018 Act,” enacted on­­­­­­­­­ March 23, 2018.

Application of HUD Notice SD-2017-01 to the Public Housing, Housing Choice Voucher and Project-Based Voucher Programs within the Boundaries of the Waikoloa Maneuver Area Formerly Used Defense Site on the Island of Hawai`i - This Notice confirms that the requirements of HUD Notice SD-2017-01 apply to all Public Housing and voucher programs that are subject to environmental review requirements, including the Project Based Voucher program, the Public Housing Capital Fund program, the Public Housing Operating Fund program, and some HCV funds2.

Guidance on Recent Changes in Fair Market Rent (FMR), Payment Standard, and Rent Reasonableness Requirements in the Housing Choice Voucher Program - This Notice provides guidance on the regulatory provisions implemented under the Small Area FMR (SAFMR) Final rule (FR-5855-F-03, “Establishing a More Effective Fair Market Rent System; Using Small Area Fair Market Rents in the Housing Choice Voucher Program Instead of the Current 50th Percentile FMRs; Final Rule,” published in the Federal Register on November 16, 2016). The effective date of the Final rule is January 17, 2017
