Dun and Bradstreet Universal Numbering System (DUNS) Requirement - This Notice reminds tribes and tribally designated housing entities (TDHE) applying for Indian Housing Block Grant (IHBG) or Indian Community Development Block Grant (ICDBG) funds that they must obtain a Dun and Bradstreet Numbering System (DUNS) number and register with the Central Contractor Registration (CCR) prior to receiving IHBG or ICDBG funds.  In addition, once a DUNS number is obtained, the CCR registration must be updated annually.

PHA Determinations of Rent Reasonableness in the Housing Choice Voucher (HCV) Program–Replacement of PIH Notices 2009-51 and 2010-18 - This Notice combines current relevant policy of PIH Notices 2009-51 and 2010-18 concerning rent reasonableness requirements in the Housing Choice Voucher (HCV) program and removes obsolete provisions of PIH Notice 2009-51 relative to the definition of assisted and unassisted housing.

Depository Agreements for Recipients of the Indian Housing Block Grant (IHBG) Program - The purpose of this Notice is to extend Notice PIH 2010-31 which transmitted the current depository agreement forms to be used when investing IHBG funds; form HUD-52736-A (10/2004) for banking accounts and form HUD-52736-B (10/2004) for brokers/dealers. Also, the Notice clarifies when to use depository forms and when tribes or tribally designated housing entities (TDHEs) may utilize brokers in the investment of Indian Housing Block Grant (IHBG) funds under 24 CFR 1000.58.

Accessibility Requirements for Native American Programs: Section 504 of the Rehabilitation Act of 1973; Americans with Disabilities Act of 1990; Architectural Barriers Act of 1968; and Fair Housing Amendments Act of 1988 - This Notice extends Notice PIH 2010-27 (TDHE), same subject, which expires August 31, 2011. The purpose of this Notice is to remind tribes and tribally designated housing entities (TDHE) who are recipients of federal funds of their obligation to comply with pertinent laws and implementing regulations that provide for non-discrimination and accessibility in federally funded housing and non-housing programs for people with disabilities.

PHA Mortgaged Projects: Procedures for Section 30 Mortgage Transactions - The purpose of this notice is to provide guidance to public housing authorities (PHAs) on how to pursue HUD approval to place a mortgage or other encumbrance on public housing property where the subject property is owned by the PHA, defined as PHA mortgaged transactions (PMT).

HQS Inspections for the Housing Choice Voucher Program and Guidance Related to Electrical Outlets - This Notice reviews the existing Housing Quality Standards (HQS) requirements and clarifies the existing guidance that Public Housing Agencies (PHAs) may rely upon when conducting inspections. 
It also offers additional guidance on what types of three-prong electrical outlets an inspector
should consider acceptable under HQS.

Cost- Savings Measures in the Housing Choice Voucher (HCV) Program - This notice extends and revises Notice PIH 2009-44 which provided: (1) guidance on actions public housing agencies (PHA) may take to address financial shortfalls by reducing costs in the HCV program; and (2) information on the circumstances under which a PHA may deny a move under 24 CFR § 982.314(e)(1) or terminate a housing assistance payments (HAP) contract under 24 CFR §982.454 as a result of insufficient funding. The revisions to Notice PIH 2009-44 are bolded.

Indian Housing Plan/Annual Performance Report Form – Form HUD-52737 - The purpose of this Notice is to inform tribes and tribally designated housing entities (TDHE) of the new combined Indian Housing Plan/Annual Performance Report (IHP/APR) form that will replace the individual IHP (HUD-52735) and APR (HUD-52735-AS) forms beginning in Federal Fiscal Year (FFY) 2012 for the Indian Housing Block Grant (IHBG) program. Grants funded under the American Recovery and Reinvestment Act of 2009 (ARRA) are excluded from this Notice (see page 6, paragraph 16).

The Development Sub-Module collects and displays information about PHA developments, buildings, and units. Information entered by PHAs into the Development Sub-Module affects PHA funding, performance scores, and portfolio management; therefore, it must be accurate.

- An insured or non-insured Section 236 project
- A Section 202 project
- A Section 221(d)(3) below market interest rate (BMIR) project; or
- A Section 515 project of USDA's Rural Development Program
