    Cash Management and Closeout Procedures for the Emergency Housing Vouchers (EHV) Program funds, and Supplemental Information Regarding EHV Contract Renewal Calculation-This Notice describes the EHV Program cash management procedures for the disbursement and reconciliation of Housing Assistance Payments (HAP) and Administrative Fee funds provided to participating public housing agencies (PHA), including Moving-to-Work (MTW) agencies. PIH will use the EHV Program HAP cash reconciliation procedures for the Closeout of EHV Programs.

    Transition and Implementation of the Housing Opportunity Through Modernization Act of 2016 (HOTMA)-  The purpose of this notice is to provide guidance to Indian tribes and Tribally Designated Housing Entities (TDHEs) on the transition period preceding the implementation of program changes brought about by the Housing Opportunity Through Modernization Act of 2016 (HOTMA) and detailed in the final rule published in the Federal Register at 88 FR 9600 on February 14, 2023.

    Small Area Fair Market Rent Implementation Guidance for FY2024 Designated Metropolitan Areas- This notice provides guidance to Public Housing Agencies (PHAs) and Field Offices operating in metropolitan areas recently designated for mandatory use of Small Area Fair Market Rents (SAFMRs) in the administration of the Housing Choice Voucher (HCV) program.  The 41 new metropolitan areas were designated in the Federal Register notice entitled "Small Area Fair Market Rents in the Housing Choice Voucher Program Metropolitan Areas Subject to Small Area Fair Market Rents" (the "SAFMR notice"), published on October 25, 2023 (88 FR 73352).

    Revocation and Reallocation of Emergency Housing Voucher Awards CY2024 - This notice explains HUD's process for a second revocation and reallocation of Emergency Housing Voucher (EHV) awards for Calendar Year 2024.  As part of this process, the notice updates the award allocation formula found in section 4 of the Notice PIH 2021-15 in connection with the reallocation of these EHV awards.

    Affordable Housing Activities Under the Native American Housing Assistance and Self-Determination Act (NAHASDA)- The purpose of this Notice is to provide Indian Housing Block Grant (IHBG) recipients with guidance on eligible affordable housing activities and administrative expenses, as defined by NAHASDA.  This Notice replaces ONAP Program Guidance 2010-03 (Affordable Housing Activities and Administrative Expenses). Note that this Notice does not include the activities permitted via waiver for the Indian Housing Block Grant Coronavirus Aid, Relief, and Economic Security Act (IHBG-CARES) and Indian Housing Block Grant American Rescue Plan Act (IHBG-ARP) programs.

    Certain Regulatory Waivers for the Housing Choice Voucher (including Mainstream) Program and Streamlined Review Process - This Notice provides a streamlined submission and review process for regulatory waivers for (1) new payment standard amounts through December 31, 2024 and (2) increasing the payment standard during the HAP contract term. This streamlined process greatly simplifies and expedites the process Public Housing Agencies (PHAs) undertake to receive approval of regulatory waivers for these purposes. These regulatory waivers specifically relate to assisting PHAs in responding to ongoing fluctuations and disruptions in the rental market by providing more flexibility with establishing and applying payment standards.

    Implementation of National Standards for the Physical Inspection of Real Estate (NSPIRE) Administrative Procedures for the Housing Choice Voucher (HCV) Programs- This notice finalizes the administrative procedures of National Standards for the Physical Inspection of Real Estate (NSPIRE) for the Housing Choice Voucher (HCV) and Project-Based Voucher (PBV) programs (and by reference to HQS, the Section 8 Moderate Rehabilitation Program (Mod Rehab) found in 24 CFR part 882).  NSPIRE for HCV and PBV programs, referred to as NSPIRE-V during HUD's demonstration, will be effective October 1, 2023, and will replace Housing Quality Standards (HQS), as previously defined in 24 CFR 982.401, as the inspection standards for these programs.  As announced in the Federal Register, "Economic Growth Regulatory Relief and Consumer Protection Act: Implementation of National Standards for the Physical Inspection of Real Estate (NSPIRE); Extension of NSPIRE Compliance Date for HCV Programs," HUD extended the compliance date for HCV and PBV programs until October 1, 2024.  This notice applies to all Public Housing Agencies (PHAs), including Moving-to-Work (MTW) PHAs, administering Section 8 Housing Choice Voucher programs.

    Implementation Guidance: Sections 102 and 104 of the Housing Opportunity Through Modernization Act of 2016 (HOTMA)-  The purpose of this notice is to provide guidance to Public Housing Agencies (PHAs) and Multifamily Housing (MFH) Owners on the implementation of the many program changes brought about by the Housing Opportunity Through Modernization Act of 2016 (HOTMA) sections 102 and 104 and detailed in the final rule published in Federal Register Notice 88 FR 9600 on February 14, 2023. Although the final rule addresses sections 102, 103, and 104, this notice addresses guidance for sections 102 and 104 only.
    Through this notice, HUD is also modernizing its documentation requirements to reduce the burden on families accessing housing assistance in support of Office of Management and Budget (OMB) Memo M-22-10, Improving Access to Public Benefits Programs Through the Paperwork Reduction Act.

    Implementing Required Use of the Grants Evaluation and Management System (GEMS) for Grant Programs with the Office of Native American Programs  - This notice informs the Office of Native American Programs' (ONAP's) grantees of the requirement to use GEMS effective the date of this notice for certain grant administration functions. GEMS replaces ONAP grantees' use of the Energy and Performance Information Center (EPIC). This notice supersedes Notice PIH 2018-15.

    Public Housing Operating Subsidy Grant Eligibility Calculations and Processing for Calendar Year (CY) 2024-This notice provides public housing agencies (PHAs) with instructions for calculating Operating Subsidy grants for CY 2024 and establishes submission deadlines.

    Implementation of a Voluntary and Anonymous HUD Inspection Feedback Survey for Incorporation into the National Standards for the Physical Inspection of Real Estate Program -  - This notice serves as a complementary document to the Economic Growth Regulatory Relief and Consumer Protection Act: Implementation of National Standards for the National Standards for the Physical Inspection of Real Estate (NSPIRE) rule published May 11, 2023. The NSPIRE final rule establishes a new approach to defining and assessing housing quality, and the purpose of NSPIRE is to strengthen HUD's physical condition standards and improve HUD oversight through the alignment and consolidation of the inspection regulations used to evaluate HUD-assisted housing across multiple programs. The NSPIRE program ensures that residents of HUD housing live in safe, habitable dwellings, and the items and components located inside and outside areas and within the units of HUD-assisted housing are functionally adequate, operable, and free of health and safety hazards.

    Emergency Housing Voucher (EHV): Expanded Use of the EHV Services Fee -  - This notice amends Notice PIH 2021-15, Emergency Housing Vouchers (EHV) - Operating Requirements, to add two new eligible activities that may be funded with the EHV services fees. This revision also expands the descriptions of several of the existing activities to provide additional uses for the special fees under those specific activities.

    2023 Summer Registration of Interest for HUD-VASH Vouchers  - This notice announces the availability of approximately $73 million in HUD-Veterans Affairs Supportive Housing (HUD-VASH). HUD anticipates that this funding will support approximately 7,500 new HUD-VASH vouchers. These vouchers are administered in partnership with the U.S. Department of Veterans Affairs (VA) and enable homeless veterans and their families to access affordable housing with an array of supportive services.

    Allocation of New Incremental Housing Choice Vouchers and Special Administrative Fees - This notice explains the U.S. Department of Housing and Urban Development's (HUD's) process for awarding approximately 4,000 new Housing Choice Vouchers (HCVs) to Public Housing Agencies (PHAs).  This includes the housing assistance payments (HAP) funding award process, and the process for declining an allocation of these vouchers.  These new HCVs are not special purpose vouchers; rather, they are regular HCVs and will not require separate tracking or reporting.

    Request for Applications under the Moving to Work Demonstration Program  - This Notice lays out the process by which public housing agencies (PHAs) with 1,000 or fewer combined units of public housing and Housing Choice Voucher (HCV) units will be selected for the fifth cohort of the Moving to Work Expansion (MTW), which will test the overall effects of MTW flexibility on a PHA and the residents it serves, with a particular focus on administrative efficiencies (MTW Flexibility II Cohort).  Interested PHAs that meet the eligibility criteria in Section 5(B) of this Notice may submit an application package to HUD as detailed in Section 5(C) of this Notice.

    Rental Assistance Demonstration - Supplemental Notice 4B - This Supplemental Notice amends Housing 2019-09/ PIH 2019-23 and PIH Notice 2021-07 and rescinds Notice H-2020-09/Notice PIH-2020-26 in order to implement certain changes to the Rental Assistance Demonstration (RAD) authorized under the FY 2022 Appropriations Act as well as other changes.

    Implementation of Public Housing Operating Fund Shortfall Funding from Federal Fiscal Year (FFY) 2023 Appropriations-This notice implements a provision in the FFY 2023 Consolidated Appropriations Act (Public Law P.L. 117-328), referred to hereafter as "the Act," which provides a $25 million set-aside to assist Public Housing Agencies (PHAs) experiencing or at risk of financial shortfalls. This notice provides guidance regarding eligibility, the application process, and other requirements for participation in the program.

    Guidance on the Rate Reduction Incentive in Public Housing- This Notice serves as guidance to Public Housing Agencies (PHAs) on the use and eligibility of the Rate Reduction Incentive (RRI). This Notice supersedes and replaces Notice PIH-2022-34 (HA) and supplements information in the current Energy Performance Contracting (EPC), Utility Partnership Program (UPP), and the Operating Fund grant processing notices.

    Implementation of National Standards for the Physical Inspection of Real Estate (NSPIRE) Administrative Procedures - This notice implements portions of the final rule, “Economic Growth Regulatory Relief and Consumer Protection Act: Implementation of National Standards for the Physical Inspection of Real Estate (NSPIRE)” or the “NSPIRE final rule.” The NSPIRE final rule establishes a new approach to defining and assessing housing quality called the National Standards for the Physical Inspection of Real Estate (NSPIRE). The purpose of NSPIRE is to strengthen HUD’s physical condition standards and improve HUD oversight through the alignment and consolidation of the inspection regulations used to evaluate “HUD housing,” as defined in 24 CFR 5.701(c), across multiple programs.     Process for Requesting Subsidy Layering Reviews for Project-Based Vouchers- This notice provides instructions to Public Housing Agencies (PHAs) and Field Offices for submitting requests for Subsidy Layering Reviews (SLRs) to the Department of Housing and Urban Development (HUD) in circumstances where the PHA has requested for HUD to perform the SLR, or (ii) there are no participating Housing Credit Agencies (HCAs) available to perform the SLR.  
     
    Adherence to the procedures listed on this Notice, as well as those listed in the Administrative Guidelines: Subsidy Layering Review for Project-Based Vouchers (Guidelines), published in the Federal Register (88 Fed. Reg. 15443) on March 13, 2023, will expedite the SLR review and improve the turnaround time of SLRs.

    Emergency Housing Voucher (EHV): Guidance on Termination of Vouchers Upon Turnover After September 30, 2023 and EHV Shortfalls Due to Per-Unit Cost Increases or Overleasing- This notice details the statutory restriction prohibiting the reissuance of turnover EHVs after September 30, 2023, as discussed in Section 13 of the Notice PIH 2021-15.  This notice also provides new guidance for EHV shortfalls and amends section 7.b.4 of Notice PIH 2021-15 with respect to the requirements under which a PHA may receive an adjustment to the PHA's EHV renewal funding during a calendar year.

    Guidance on housing individuals and families experiencing homelessness through the Public Housing and Housing Choice Voucher Programs - This Notice supersedes previous guidance found in PIH Notice 2013-15 and identifies strategies that PHAs can pursue to expand housing opportunities for individuals and families experiencing homelessness through the Public Housing and HCV programs.

    Extension of Period of Availability for American Rescue Plan (ARP) Act - Adjustment Funding for Calendar Year 2021 Housing Choice Voucher (HCV) Program and Mainstream Vouchers Renewal Funding - The purpose of this Notice is to extend the June 30, 2022 deadline, (i.e., period of availability) set in PIH Notice 2021-23: American Rescue Plan Act - Adjustment funding for Calendar Year 2021 Housing Choice Voucher Program and Mainstream Vouchers Renewal Funding and Updated Application Process for Unforeseen Circumstances Funding for Public Housing Agencies (PHAs), so PHAs can expend the adjustment funding awards they received in calendar year (CY) 2021 and report these expenses in the Voucher Management System (VMS). This extension is needed to ensure PHAs have clear expenditures and reporting guidance of ARP funds in VMS, which were prioritized for HAP. The new deadline to report the expenditures of the ARP adjustment funding is December 31, 2023.

    Procedural Guidance for Tribal Housing and Urban Development-Veterans Affairs Supportive Housing (Tribal HUD-VASH) FY 2023 Renewal Grant Application - This notice announces renewal requirements for the original 26 Tribal HUDVASH recipients awarded in 2015, and 8 Tribal HUD-VASH Expansion recipients awarded in 2021 and 2022. Pursuant to the authority provided by the Consolidated Appropriations Act, 2018, P.L. 115-141, the Consolidated Appropriations Act, 2019 P. L. 116-6, the Consolidated Appropriations Act, 2020, P.L. 116-94, the Consolidated Appropriations Act, 2021, P. L. 116-260, the Consolidated Appropriations Act, 2022 (P.L. 117-103), and the Consolidated Appropriations Act, 2023 P. L. 117-328 (the “Appropriations Acts”), the U.S. Department of Housing and Urban Development (HUD) will renew rental assistance and associated administrative fees to all eligible Tribal HUD-VASH recipients, provided they meet applicable program requirements.

    Implementation of the Federal Fiscal Year (FFY) 2023 Funding Provisions for the Housing Choice Voucher Program-This notice implements the Housing Choice Voucher (HCV) program funding provisions of the Consolidated Appropriations Act, 2023 (Public Law 117-328), referred to hereafter as "the 2023 Act," enacted on December 29, 2022. The 2023 Act establishes the allocation methodology for calculating housing assistance payments (HAP) renewal funds, new incremental vouchers, and administrative fees.

    Notice on Remedies PHAs have for Poor Performing Owners in the Housing Choice Voucher and Project-Based Voucher Programs - This notice is to remind PHAs of the remedies they have available when owners fail to comply with HCV and PBV policies and procedures, particularly those requirements that relate to the safety of the unit. This notice also reminds PHAs of when owners must be prohibited from participating in their HCV and PBV programs, and when PHAs may exercise discretion to prohibit owners from participating in their programs.

    Final Implementation of the PH Over-Income Limit - This notice supersedes Notice PIH-2019-11(HA) dated May 3, 2019. It provides guidance to Public Housing Agencies (PHAs) regarding the new limitations on continued occupancy in public housing for over-income families, as defined in the Housing Opportunity Through Modernization Act of 2016 (HOTMA) (Pub. L. 114-201, 130 Stat. 782). The final rule was published in the Federal Register (88 FR 9600) on February 14, 2023.

    Closeout Instructions for the Tribal Housing and Urban Development-Veteran Affairs Supportive Housing (Tribal HUD-VASH) Grant Program - This Notice provides the Tribal HUD-VASH closeout procedures. Grant closeout occurs when HUD determines that a grantee has completed all applicable administrative and programmatic requirements of a grant. This Notice explains the readiness determination and instructions for grant closeouts for the Tribal HUD-VASH program.
