Qualified PHAs

The list of Qualified PHAs that HUD posts three quarters in advance of a PHA’s fiscal year beginning (FYB) will determine whether a PHA is exempt in the upcoming fiscal year from the requirement to submit an Annual PHA Plan if on the list - or is required to submit an Annual PHA Plan in the upcoming fiscal year if not on the list.

How often will the "Qualified" PHA list be updated?

The Qualified PHA list will be updated quarterly (1/1, 4/1, 7/1, 10/1) and posted on the PHA Plan Web page.

Please note: there may be a few days of lag time between the Applicable Qualified Agencies List Posting Date and the actual date the list is posted.

What if my status changes after the "Qualified" PHA list is posted on the PHA Plan webpage?

If a PHA status changes after the "Qualified" PHA Plan list has been posted on the PHA Plan webpage and before a new list is posted, for PHA planning purposes, the "posted" rating will be used. The "Qualified" PHA list is a snap shot of a PHAs designation on a certain date and that designation at that specific point in time dictates whether or not a PHA is considered a "Qualified" PHA exempt from the requirement to submit and prepare an Annual PHA Plan.

What data sources are used to generate the "Qualified" PHA list?

The "Qualified" PHA list is generated from the data reported in the PIC and REAC databases; 1) Low Rent and Section 8 Units, 2) PHAS and SEMAP Performance files.
