The Department issued the PHAS interim rule on February 23, 2011. During the interim period the former Resident Survey Assessment Subsystem (RASS) is being replaced with the Capital Funds indicator.  The results are combined with scores from the physical, financial and management operations assessments to provide HUD with a complete picture of a PHA's overall condition.
