OFFICE OF PREVENTION, RECOVERY AND TRANSFORMATION (PRT)

PRT is a division of the Office of Field Operations within PIH.  Its mission is to effect the recovery of poorly performing public housing programs and prevent future decline in the physical conditions, financial positions, management operations, and governance of locally chartered Public Housing Agencies (PHAs) in the program.  PRT is also responsible for the oversight of PHAs that have been taken into possession by HUD, placed under the authority of a federal receiver or federal monitor, or declared to be in substantial default for significant violations of program requirements.

PRT accomplishes its mission through the following activities:

  • Developing policies, standards, and procedures pertaining to the recovery of troubled, substandard, substantial default, monitorship, possession, and receivership PHAs.
  • Assisting HUD field offices in the development of recommendations and referrals of poorly performing PHAs to the Assistant Secretary for Public and Indian Housing pertaining to substantial default, possession, and/or receivership under the U.S. Housing Act of 1937, as amended.
  • Providing direction, consultative support, and oversight to HUD-delegated recovery administrators, assigned cure monitors, and other HUD staff and HUD-funded contractors working on the recovery efforts at HUD's substantial default, monitorship, possession, and receivership PHAs.
  • Assisting HUD field offices in the processing and implementation of PHA repositioning strategies through the Rental Assistance Demonstration (RAD) program, Section 18 demolition and disposition, and other conversion and financing actions that lead to the transformation, preservation, and rehabilitation of the nation’s public housing stock.
