All Moving to Work (MTW) PHAs (Initial and Expansion) receive public housing Operating, Capital, and Housing Choice Voucher (HCV) funding based on their program types. Below is additional information regarding the public housing and HCV funding sources for MTW PHAs.

Public Housing Operating Fund

Public housing Operating Funds for MTW PHAs are calculated according to whether an MTW PHA is an Expansion or Initial. Additional information regarding how Operating Funds are calculated for MTW PHAs can be found below.

Initial MTW PHAs

Public housing Operating Funds are calculated for Initial 39 MTW PHAs (i.e., PHAs with MTW status as of 12/15/2015) according to their Attachment A of the MTW Standard Agreement. Additional details on how Operating Funds are calculated can be referenced in each agency’s MTW Standard Agreement. MTW Standard Agreements for these agencies are publicly available and can be found in the link at the bottom of this webpage.

Expansion MTW PHAs

Public housing Operating Funds for Expansion PHAs are calculated in the same manner as non-MTW PHAs. Section VI.5 of the MTW Operations Notice provides additional information about Operating Fund calculations and requirements for Expansion MTW PHAs. The MTW Operations Notice can be found in the link at the bottom of this webpage.

Public Housing Capital Fund

Public housing Capital Funds for MTW PHAs are calculated according to whether an MTW PHA is an Expansion or Initial. Additional information regarding how Capital Funds are calculated for MTW PHAs can be found below.

Initial MTW PHAs

An Initial MTW PHA’s public housing Capital Funding is calculated under the terms and conditions of their Attachment A of the MTW Standard Agreement. The Attachment A in provides the formula characteristics and grant amounts and will continue to be calculated in accordance with applicable law and regulations, and appropriations act requirements.

Expansion MTW PHAs

Public housing Capital Funds for Expansion MTW PHAs are calculated in the same manner as non-MTW PHAs. Additional information regarding Capital Funds for Expansion PHAs can be found in Section VI.5 of the MTW Operations Notice.

Housing Choice Voucher (HCV)

HCV funds are calculated differently for Expansion and Initial MTW PHAs. Additional information is provided below for Expansion and Initial MTW PHAs.

Initial MTW PHAs

HCV funds for Initial MTW PHAs are calculated according to the agency’s Attachment A of the MTW Standard Agreement. To find additional information, please reference the MTW Standard Agreement for the Initial MTW PHA.

Expansion MTW PHAs

HCV funds for Expansion MTW PHAs are calculated according to the terms of the MTW Operations Notice. Section VI.5 of the MTW Operations Notice provides additional information for how HCV funds are calculated.
