Where to get help
I am at-risk for or currently experiencing homelessness, what should I do?

HUD supports many organizations that provide housing assistance and/or supportive services to people.
HUD is not a direct service provider. For direct assistance, please dial 2-1-1 and contact a homeless service provider in your area.

**If you are unable to get a response from 2-1-1 or receive a message that the service is not available from your location, you may go to: https://ne211.org/ and enter your zip code to find the number for your local office.

If you or someone you know is experiencing homelessness, use www.hud.gov/findshelter to find shelter, clothing, and food near you.

Omaha: The Threshold Continuum of Care (CoC) works with community stakeholders to help those facing housing insecurity or experiencing homelessness. Please consider contacting one of Threshold's Access Points for Coordinated Entry services. Visit their website here.

Lincoln: All Doors Lead Home is the Coordinated Entry system for the Nebraska Balance of State and Lincoln Continuums of Care (CoCs). You may contact one of the Access Points here.

Nebraska Statewide Homeless Services: You may contact one of the Access Points here.

Search nebraska.findhelp.com or nrrs.ne.gov to find community organizations working to preserve affordable housing, prevent eviction, and reduce family homelessness.

Veterans:

Contact the VA medical center near you and mention your interest in Veterans Affairs Supportive Housing (VASH) or find instructions for contacting the National Homeless Veteran Call Center here. You may also call the Veterans Affairs Emergency Housing Hotline for assistance at (877) 424-3838.

Contact the Omaha, Nebraska-Western Iowa VA Community Resource and Referral Center (CRRC) at (402) 977-4444. CRRCs provide Veterans who are homeless and at risk of homelessness with one-stop access to community-based, multiagency services to promote permanent housing, health and mental health care, career development and access to VA and non-VA benefits. Seniors:

The Nebraska Department of Health & Human Services - State Unit on Aging oversees funding to help Nebraskans stay in their homes. You may contact them by phone at (402) 471-2307 or by e-mail, DHHS.Aging@nebraska.gov. Follow this link to find your local Senior Center.

Families fleeing or attempting to flee domestic violence should contact the Nebraska Coalition to End Sexual and Domestic Violence at (402) 476-6256 or by online form. Click here for a listing of Nebraska's Network of Domestic Violence & Sexual Assault Programs. *Note: Families means there is a child under the age of 18 that will live with the household once housed, or a person who is pregnant.

Community Action Agencies in Nebraska work together to address the causes and conditions of poverty. Through programs and services aimed at housing, transportation, health & wellness, disaster relief, employment services, among others, Agencies work to move low-income Nebraskans from economic instability to economic mobility.

I am in search of affordable places to live, where can I get help?

HUD supports many organizations that provide housing assistance and/or supportive services to people. HUD is not a direct service provider. Our field office does not have nor do we process affordable housing applications. Contact the Public Housing Authority, property management company, or apartment building where you applied if you have a question about the status of your Housing Choice Voucher (Section 8) or other affordable housing application.

    **Please note, the HUD Resource Locator does not show property vacancy. Please call the management company to inquire about vacancies, wait lists or the application process.

  • Find a list of every Public Housing Authority in Nebraska, or call (402) 492-3100 for help finding your local Public Housing Authority. For more information about public housing programs, visit the Housing Choice Vouchers Fact Sheet and the Public Housing homepage.
  • Multifamily Housing offers subsidized apartment rentals to those who qualify based on income eligibility. Each apartment is privately owned and maintained; therefore, rules and regulations may vary. You must contact the individual property for additional information on vacancies and application processes. A list of Multifamily properties can be found here. Please contact the property manager using the phone numbers provided on the site for availability and eligibility requirements.

  • The Nebraska Department of Health and Human Services’ Aging and Disability Resource Center (ADRC) is for Nebraskans aged 60 years or older, people with disabilities of all ages, family members, caregivers and advocates. Local ADRCs provide information, referral and assistance for accessing community services and long-term care options.

What additional housing resources (external to HUD) are available to me?
  • Low-Income Housing Tax Credit (LIHTC) Properties
    A tax credit property is owned by a developer or landlord who participates in the Low-Income Housing Tax Credit (LIHTC) program run by Nebraska Investment Finance Authority. These owners can claim tax credits for renting some or all units to low- or moderate- income tenants at restricted rent. LIHTC rents are not based on tenant's income but instead set by the use restriction tied to the unit. Note: Some LIHTC owners accept Section 8 voucher tenants.

    To be eligible for an affordable unit in a LIHTC property, you must make no more than the income limit for that unit. LIHTC rents are not based on your income, but instead is set by the use restrictions tied to the unit.

  • USDA Rural Development Multifamily Housing
    U.S. Department of Agriculture (USDA) Rural Development (RD) Multifamily Housing programs helps property owners through loans and grants to rehabilitate properties for low-income, elderly, and disabled individuals and families as well as domestic farm laborers. USDA RD Multifamily Rental Assistance Program provides payments to owners of USDA-financed projects on behalf of low-income tenants unable to pay their full rent.

I need rental assistance (i.e. Section 8) from HUD, am I eligible and how do I apply?

HUD has rental assistance and housing resources through the Public Housing and Housing Choice Voucher programs.

Public Housing

  • Public Housing provides decent and safe rental housing for eligible low-income families, the elderly and persons with disabilities. HUD provides federal aid to local Public Housing Authorities (PHA) that manage public housing for low-income residents at rents they can afford.
  • Eligibility: Public Housing is limited to low-income families and individuals. A Public Housing Authority determines eligibility based on 1) annual gross income, 2) whether you qualify as elderly, a person with disabilities or as a family, and 3) U.S. citizenship or eligible immigration status.
  • To apply, contact your local Public Housing Authority.

Housing Choice Voucher (commonly known as Section 8)

  • The Housing Choice Voucher (HCV) program assists low-income families, the elderly, and the disabled to afford decent, safe and sanitary housing in the private market. Housing assistance is provided through HUD on behalf of the family or individual, so participants can find their own housing. You can use an HCV to pay for all or part of the rent.
  • Eligibility: A Public Housing Authority will determine eligibility for the housing choice voucher program based on the total annual gross income and family size, U.S. citizenship and specified categories of non-citizens who have eligible immigration status.
  • To apply, contact your local Public Housing Authority. During the application process, a Public Housing Authority will collect information on family income, assets and family composition. The Public Housing Authority will use this information to determine program eligibility and the amount of the housing assistance payment.

I want to file a complaint against my local public housing agency. Where can I get help?
  • Call (402) 492-3139 to speak with our Office of Public Housing staff. You may leave a voicemail with the name of the Public Housing Authority, your address, and the nature of your complaint. Our staff will respond and provide further assistance.
I live in a HUD subsidized rental unit and want to file a complaint against my property management company. Where can I get help?
  • Call our Office of Multifamily Housing at (913) 551-5462 or e-mail them at MFSouthwest@hud.gov. You may leave a voicemail with the name of the apartment building, your unit address, and the nature of your complaint. Our staff will respond and provide further assistance.

I have experienced a disaster and need to register with FEMA. What do I do?

Immediately after a disaster, FEMA, the U.S. Small Business Administration, and other government agencies offer initial assistance. HUD then provides additional support for ongoing recovery through programs and partnerships.

  • Register with FEMA online
  • Register through FEMA’s disaster app on your smartphone. If you haven’t downloaded the app yet, you can go to www.fema.gov/about/news-multimedia/mobile-products
  • Call (800) 621-3362. Phone lines are open 7 a.m. to 7 p.m. local time, seven days a week until further notice. Multilingual operators are on duty.
