EMERGENCY HOUSING VOUCHERS
Overview
The Emergency Housing Voucher (EHV) program provides a significant opportunity for Public Housing Authorities (PHAs), Continuums of Care (CoCs), and Victim Service Providers (VSPs) to develop collaborative partnerships and strategies that effectively address the needs of vulnerable populations in their communities. Through EHV, HUD provided 70,000 housing choice vouchers to local PHAs in order to assist individuals and families who are homeless, at-risk of homelessness, fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking, or were recently homeless or have a high risk of housing instability.

What’s New in EHV
- Upcoming Training Opportunity: VMS Reporting for the EHV Program: Save the Date: June 18th, 2024. This EHV Office Hours will discuss the basic requirements and commonly found issues regarding the reporting of EHVs in the Voucher Management System (VMS). - Limited Leasing Authority: As a reminder, PIH Notice 2023-14 provides guidance on how to determine if your PHA has additional EHV Leasing Authority. It is imperative that PHAs do not lease or issue vouchers to EHV applicants if you have reached your cumulative leasing. Please refer to the EHV Dashboards if you are unsure of your leasing authority.
- (New) EHV Notice 23-35: Cash Management and Closeout Procedures for the EHV Program funds, and Supplemental Information Regarding EHV Contract Renewal Calculation. Published December 19, 2023. PIH Notice 2023-35 explains the EHV Program cash management procedures for the disbursement and reconciliation of Housing Assistance Payments (HAP) and Administrative Fee funds provided to participating public housing agencies (PHA). This notice also provides supplemental guidance to PIH Notice 2021-15 Section 7 (b), regarding the EHV Program contract renewal calculation.
- (New) Revamped EHV Dashboards and Additional Exception Report. The EHV Team developed new reports to assist PHA's with the guidance provided in PIH Notices 2023-14 and 2023-31.
