TO:  ALL APPROVED MORTGAGEES
 
SUBJECT:  Single Family Loan Production - Implementation of Form
          NPCA-99a, Subterranean Termite Soil Treatment Builder's
          Guarantee and Form NPCA-99b, New Construction
          Subterranean Termite Soil Treatment Record
 
     This letter is to inform you about the Department's adoption
of the National Pest Control Association's Form NPCA-99a,
Subterranean Termite Soil Treatment Builder's Guarantee and Form
NPCA-99b, New Construction Subterranean Termite Soil Treatment
Record.  These forms are designed to be used together and will
help buyers be properly informed as to the type of guarantee
issued by the builder as required by HUD as well as information
as to actual work performed by the licensed pest control company
to reduce the chances of infestation by subterranean termites.
 
     The new forms may be used immediately, but Forms NPCA-99a
and 99b must be used for all cases involving new construction
treatments effective November 1, 1997.  Form HUD 92052, the
Termite Soil Treatment Guarantee, will be obsolete as of that
date.
 
     The licensed pest control company must complete NPCA-99b.
The new form must be used as an attachment to the builder's form,
NPCA-99a.  The builder is responsible for distributing the
completed forms.  If a state has more stringent record keeping
requirements than the NPCA-99b, then the state form can be
accepted in lieu of the NPCA-99b, in which case the state form
would be attached to the NPCA-99a.
 
     Copies of the new forms are attached.  The forms can be
obtained from the National Pest Control Association, 8100 Oak
Street, Dunn Loring, Virginia 22027 and other forms suppliers.
Because Forms NPCA-99a and NPCA-99b are not HUD forms, they are
not available from HUD or the Government Printing Office.
