Department of Housing and Urban Development Washington, D.C. 20410-8000 September 13, 1996 MORTGAGEE LETTER 96-51 TO: ALL APPROVED MORTGAGEES SUBJECT: Single Family Loan Production and Servicing - Special Program, Underwriting, and Servicing Policies to Assist Victims of Presidentially-Declared Major Disaster Areas This Mortgagee Letter is to advise you of actions taken by the Department to assist victims of Hurricane Fran in thirty- three additional North Carolina counties, and victims of Hurricane Hortense on the island of Puerto Rico. The President's declaration of a major disaster area for North Carolina was signed on September 6, 1996. On September 8, 1996, Alamance, Carteret, Chatham, Craven, Durham, Edgecombe, Franklin, Granville, Greene, Harnett, Hoke, Johnston, Jones, Lee, Lenoir, Nash, Orange, Pamlico, Person, Vance, Wake, Warren, Wayne and Wilson counties were added to this declaration. On September 10, 1996, Beaufort, Bertie, Guilford, Halifax, Henderson, Moore, Polk, Richmond and Rutherford counties were also added to the declaration. The President's declaration of a major disaster area for Puerto Rico was signed on September 12, 1996 and covers the entire island. The procedures described in HUD Handbooks 4155.1 REV-4, CHG- 1, Chapter 2 and 4330.1 REV-5, Chapter 14 are in effect immediately and will remain in effect for one year from the date of the President's declaration.
