Harvard Cost Study

The conference report of the 1999 HUD Appropriations bill provided funds to conduct a study to determine the cost to operate well-run public housing and directed HUD to contract with Harvard University's Graduate School of Design for completion of that study.

Harvard's Cost Study was completed in 2003 and was the basis of the negotiated rulemaking that led to the final rule on the Operating Fund Program, 24 CFR 990.
