1. Can you tell me if Consolidated Certification (HUD-91070M) is required for submission on (a)7 refinances of existing HUD projects either at application or closing? The majority of information seems redundant on an (a)7 transaction.

Yes, the HUD-91070M is required for all MAP transactions and must be submitted with the firm commitment application. This form is included on the New Constructions/Substantial Rehabilitation Firm Application checklists in Appendix 4 of the 2016 MAP Guide. Housing inadvertently omitted the form from the (a)(7) and (f) checklists.
