The HUD Reform Act
 
The HUD Reform Act was enacted to ensure accountability, transparency, and a level playing field in the grants process at the Department. This was primarily accomplished through Sections 102 & 103 of the Act. Section 102 ensures accountability and transparency by requiring the agency to follow a set process in awarding grants, from NOFA to award announcement, and makes sure that each step of the review process is open to public inspection. Section 103 ensures a level playing field by prohibiting communication of certain information during the selection process to persons who are not authorized to receive that information. This prevents giving an unfair advantage to applicants who would receive information not available to other applicants or to the public.
