What's new about Davis-Bacon payroll certification forms?

Did you know that the WH-348, short form of the Davis-Bacon payroll certification, has been cancelled?

Employers performing construction work that is covered by Davis-Bacon prevailing wage and reporting requirements must submit certified payroll reports for each week that work is performed. The "certification" part of the payroll contains specific language attesting to the employer's compliance with the wage requirements; the employer must sign the certification. This certification used to be available in 2 forms: the reverse side of the Payroll form WH-347, and a short form WH-348 known as the "Statement of Compliance."

The Department of Labor (DOL) oversees all Davis-Bacon administration and enforcement, government-wide, and manages the forms that may be used for Davis-Bacon - covered work, including the payroll certification. DOL cancelled the form WH-348 but that doesn't mean that payrolls don't need to be certified. Employers may use the reverse side of the WH-347 or they may use any other form they choose, provided that their form contains exactly the same language as the reverse of the WH-347.
