Title V Program Overview
Title V of the McKinney-Vento Homeless Assistance Act, Public Law 101-645 (42 U.S.C 11411), provides surplus Federal property for use by eligible homeless service providers.
Properties, including buildings and land, are made available on an ‘as-is’ basis as no funding is available under Title V. Leases are provided on a no-cost basis and range from one to 20 years, depending upon the availability.
Eligible applicants include
- State and local governments, and
- 501(c) (3) nonprofit organizations providing homeless services
Successful applicants may use the Title V property to provide:
- Shelter,
- Services,
- Job training,
- Meals,
- Counseling, and
- Other services that benefit for persons experiencing homelessness.
