Title V Program Overview

    Title V of the McKinney-Vento Homeless Assistance Act, Public Law 101-645 (42 U.S.C 11411), provides surplus Federal property for use by eligible homeless service providers.

    Properties, including buildings and land, are made available on an ‘as-is’ basis as no funding is available under Title V. Leases are provided on a no-cost basis and range from one to 20 years, depending upon the availability.

    Eligible applicants include

    • State and local governments, and
    • 501(c) (3) nonprofit organizations providing homeless services

    Successful applicants may use the Title V property to provide:

    • Shelter,
    • Services,
    • Job training,
    • Meals,
    • Counseling, and
    • Other services that benefit for persons experiencing homelessness.
