An interested state or local government entity or homeless service organization must submit a written Expression of Interest to the US Department of Health and Human Services, Federal Real Property Assistance Program (RPMS), Program Center rpb@pcs.hhs.gov. The expression of interest must be submitted within 30 calendar days of publication of the property.

The expression of interest should identify the property, briefly describe the proposed use, include the name of the organization, and indicate whether it is a public body or a private non-profit organization.

Upon receipt of an expression of interest, US Department of Health and Human Services will send an application packet to the interested entity.
