FY2023 Economic Development Initiative /Community Project Funding Grants 
    Overview

    The Fiscal Year 2023 Consolidated Appropriations Act (P.L. 117-328) (the FY2023 Act) contains $2,982,285,641 for 1,616 Congressionally-directed Economic Development Initiative-Community Project Funding (EDI-CPF) grants.  

    Below is a brief overview of requirements and the grant award process. The “FY 2023 Community Project Funding Grant Guide" provides further detailed information on the requirements and process. The most current version of the FY2023 Community Project Funding Grant Guide is located on the HUD Exchange Community Project Funding website here.  

    If you have also been designated to receive an FY2022 CPF grant, HUD provided a separate correspondence regarding that grant and has provided additional detail on the FY2022 EDI-CPF section of the program website here.

    Main Requirements

    EDI-CPF grants are subject to several Federal requirements. HUD will provide additional information and further clarification regarding applicable requirements and the grant award process, including in upcoming webinars. The most essential requirements, as described in your Grant Award Letter and Grant Guide, include:

    • Administrative Requirements:
      • EDI-CPF grants are subject to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards at 2 CFR Part 200.
    • Build America, Buy America (BABA):
      • HUD has determined that BABA will not be applied to your FY 2023 EDI-CPF grant.
    • Environmental Review Requirements:
      • EDI-CPF grants, like all projects funded by HUD, are subject to requirements under the National Environmental Policy Act (NEPA), HUD’s NEPA-implementing regulations at 24 CFR Part 50 or 24 CFR Part 58, and all appropriate federal environmental and historic preservation laws, regulations, and Executive Orders.

    Process

    Secure an executed Grant Agreement

    During the week of February 27, 2023, HUD sent to recipients of the FY23 EDI-CPF grant their Grant Award Letter, Grant Agreement, FY2023 Community Project Funding Grant Guide, and standard forms from CPFGrants@hud.gov. Please refer to the most current version of the FY2023 Community Project Funding Grant Guide for the steps to secure a fully executed Grant Agreement and once approved, draw the grant funds.

    Initiate or Complete an Environmental Review

    Please review the most current version of the FY2023 Community Project Funding Grant Guide to determine the level of environmental review. Please contact your Regional Environmental Officer assigned to your grant. The current list Regional Environmental Review Officers can be found on the HUD Exchange Community Project Funding website here.

    Who do I contact with questions?

    On January 17, 2025, HUD moved the administration and management of the CPF grants to the Office of Community Planning and Development (CPD) Field Office staff. CPF grantees should reach out to their assigned CPD Field Office staff and/or the general email for each field office for CPF grants according to this CPF CPD Field Staff and Regional Environmental Officers Contact List.

    • Primary contact for duration of award period
    • Overall grant administration
    • Reviews Project Narrative and Project Budget for completion and verifies with intent of Congress
    • Initiates Grant Agreement and grant award process
    • Provides technical assistance to grantees and their local government Responsible Entities in conducting environmental reviews under Part 58
    • Coordinates Part 50 Concept Meetings to determine level of environmental review, consultation needs, and a timeline
    • Reviews and analyzes Part 50 environmental review information provided by grantees
    • Responsible for Part 50 environmental findings and determinations
