On November 2, 2023, HUD’s Office of Disaster Recovery (ODR) published the CDBG-DR Policy Bulletin 2023-02: Interchangeability Provisions and Other Flexibilities to support Community Development Block Grant Disaster Recovery (CDBG-DR) and CDBG Mitigation (CDBG-MIT) grantees with their comprehension of the various interchangeability provisions and how they apply to each set of funds.

The ODR’s Policy Division hosted a webinar on November 7, 2023, from 2:00-3:30 PM EST.

This webinar provided an overview of the statutory authority and applicability of interchangeability across funds provided through various Public Laws. The Division reviewed requirements, provided examples, and offered tips for grantees choosing to implement interchangeability for Program Administrative Costs (PACs) and grant funds, respectively. In addition, the presentation reviewed how to report outcomes within the Disaster Recovery Grant Reporting (DRGR) System when using funds interchangeably. Finally, the Division answered questions from the audience.
