As the General Deputy Assistant Secretary (GDAS) for Administration, Ms. Virginia A. Huth leads the Department’s administrative programs and management initiatives, including the Office of the Chief Human Capital Officer (OCHCO), the Office of the Chief Administrative Officer (OCAO), and the Office of the Chief Procurement Officer (OCPO). Her portfolio includes oversight of the Department’s multi-billion-dollar procurement authority, along with programs in disaster and emergency management, national security, health and safety, labor relations, the Freedom of Information Act, the Privacy Act, Records Management, and Digital Enterprise Services, and more than three million square feet of office space across 70 locations in 50 states, Guam, Puerto Rico, and the U.S. Virgin Islands.

Virginia brings 27 years of federal service, including 18 years as a member of the Senior Executive Service (SES). She began her career at the White House Office of Management and Budget, where she developed a deep appreciation for federal missions. She later served as a managing consultant at IBM, supporting major systems modernization at the Internal Revenue Service and advising federal clients on change management strategies and data analytics.

Virginia returned to public service as the Senior Advisor to the Chief Information Officer at the Bureau of Customs and Border Protection at the start-up of the Department of Homeland Security. She later served in five Senior Executive roles of increasing responsibility:

• As Director of Program Administration for Nuclear Security and Incident Response and Director of Contracting at the Nuclear Regulatory Commission, she established professional development programs for the acquisition workforce and managed $300M in contracts and grants.

• As Director of Acquisition Policy, Integrity & Workforce at the Nuclear Regulatory Commission, she oversaw $66 billion in annual contract spending and launched initiatives such as the Center for Acquisition Professional Excellence and GSA’s Acquisition Dashboard.

• As Deputy Associate Administrator for Rulemaking Management at the General Services Administration, she stood up a new office to modernize government-wide federal rulemaking systems.

• As Assistant Commissioner for Regulatory and Oversight Systems at the General Services Administration, she drove the modernization of several shared technology services.

Virginia earned a master’s degree in public policy from the Harvard Kennedy School of Government and a bachelor’s degree in international relations with a business minor from the University of Southern California. She is active in professional organizations such as ACT-IAC and the Senior Executives Association.
