On April 6, 2004, the U.S. Department of Housing and Urban Development's Office of Small and Disadvantaged Business Utilization (OSDBU) held its 2nd Annual Small Business Awards Ceremony.

"These awards recognize all of the hard work and outstanding achievements of individuals and program offices during Fiscal Year 2003," explained A. Jo Baylor, Former Director of HUD's OSDBU. "Their commitment to ensuring equal access to small, small disadvantaged businesses and women-owned businesses led to a record-breaking year for the Agency."

HUD easily outdistanced all other government agencies in FY 2003 by awarding 54% of its contract dollars to small businesses.

HUD also topped the other agencies in doing business with 8(a) certified businesses, small women-owned businesses, small disadvantaged businesses, small disabled veteran-owned businesses and HUBZone businesses. In total, small businesses earned 549 million contracting dollars from the Agency.

HUD's record year was made possible by the following:

  • Office of Public and Indian Housing, recipient of the 2003 Small Business Platinum Award
  • Cedric A. Brown, recipient of the 2003 Small Business Platinum Team Award
  • Office of Community Planning and Development, recipient of the 2003 Small Business Minority Business Enterprise Award
  • Government National Mortgage Association, recipient of the 2003 Small Business Most Improved Program Area
  • Office of Policy Development and Research, recipient of the 2003 Small Business Most Improved Program Area
  • Office of Housing, recipient of the 2003 Small Business Gold Team Achievement Award
  • Kathleen S. Malone, recipient of the 2003 Small Business Gold Team Award
  • Marlene L. Robinson, 2003 Small Business Gold Team Award
  • Brent H. Pick, recipient of the 2003 Small Business Gold Star Team Award
  • Vernette R. Elliott, recipient of the 2003 Small Business Procurement Integrity Award
  • Catherine Haddon, recipient of the 2003 Small Business Procurement Integrity Award
  • Keira Buggs, recipient of the 2003 Small Business Customer Achievement Award
  • Judith M. Stackhouse, recipient of the 2003 Small Business Customer Achievement Award
  • Ozema Moore, recipient of the 2003 Small Business Pioneer's Star Award
