The U.S. Department of Housing and Urban Development and the U.S. Department of Health and Human Services are expanding the availability of free COVID-19 antigen test kits to all HUD Multifamily Housing assisted properties.
Owners and site-based staff can register to order test kits to be delivered directly to their properties on a weekly basis using the Health Partner Ordering Portal (HPOP).
This webpage provides detailed information and instructions for Multifamily Housing property staff on how to register in HPOP and place orders. HUD highly encourages property staff to review the instructional materials before beginning the registration process.
Which Properties are Eligible?
HUD and HHS have expanded the properties eligible to receive test kits through the HUD/HHS initiative. This includes properties that are assisted under the following programs:
- Section 8 Project-Based Rental Assistance (PBRA) Housing Assistance Payment (HAP) Contracts:
- New Construction
- State Housing Agencies Program
- Substantial Rehabilitation
- Section 202/8
- Rural Housing Services Section 515/8
- Loan Management Set-Aside (LMSA)
- Property Disposition Set-Aside (PDSA)
- Rental Assistance Demonstration (RAD)
- Section 202/162 Project Assistance Contract (PAC)
- Section 202 Project Rental Assistance Contract (PRAC)
- Section 202 Senior Preservation Rental Assistance Contract (SPRAC)
- Section 811 Project Rental Assistance Contract (PRAC)
- Section 811 Project Rental Assistance (811 PRA)
- Non-insured Section 236 projects with IRP Use Agreements (236 IRP)

How Do Properties Register to Order Test Kits?
- Eligible properties can register in HPOP at the following link: https://hpop.hhs.gov/ords/r/ohrr/self-service-registration.
- Registrations and ordering should be done on a property-by-property basis.
- If you are an owner or manager of multiple eligible properties, you must register each property separately.
- One person per property may register.
- Property staff must enter the iREMS number in the “Special Instructions” field in the HPOP web registration form. This is the 9-digit HUD ID for each project that starts with “800XXXXXX”. Property staff can locate their property’s iREMS number here: https://www.hud.gov/program_offices/housing/mfh/exp/mfhdiscl (Open the Excel spreadsheet titled “MF_Properties_with_Assistance_&_Sec8_Contracts”).
- NOTE: The property’s name and address must match the iREMS number or the registration will not be approved. The address listed in the web registration form must be the physical address of the property or an onsite office address.
How Many Kits Should You Order?
- Each property should order enough test kits that will be used by residents on a weekly basis. Properties should not stockpile or advance order test kits.
- The number of tests in one package depends on the brand of test kits. For example, one package of Quidel brand tests includes 45 test kits with 2 tests per kit. Most brands contains 2 – 4 tests per kit.
- Orders should be placed on Mondays before 11:59 PM EST for same-week processing.
- Packages are shipped out every Wednesday.
- Properties can expect deliveries within 7-10 calendar days after the shipping date.
